The realization of nuclear fusion reaction as energy source is under investigation, among the scientific community, through design and development tokamak reactors. Among several experiments worldwide, ITER project major international experiment it involves research institutes from countries. In such a project, Systems Engineering (SE) approach requested to organize manage due its highly integrated design, safety requirements related aspects complex procurement scheme. SE discipline focuses attention on which are crucial for every successful defining what stakeholders want potential new system, namely system must do satisfy need. Correctly stating WHAT needed possible obtain conceptual (HOW) much complying requirements. incorrect definition often leads failing project. Stakeholders’ needs written in Natural Language that generally ambiguous, imprecise, incomplete redundant. Their transformation into SMART avoid failure. However, requires great expertise, unless specific procedure assessed. To this end, work presents based “like-mind” processes make systematic assessment needs. demand/response framework developed can be easily extended using own specifications. A case study Remote Handling presented paper example conceived procedure.
